Stage

New Jersey: APRN, initial licensure

Prepare the APN documents and education evidence below. The supplied board material supports these steps; specific source differences are identified so they are not treated as settled requirements.

  1. APN application guide

Prepare the initial APN application, identity evidence, notarized affidavit, photograph, background authorization, school records, national certification, prior APN license verifications and pharmacology evidence. If you previously held NJ APN certification, the cited board instructions direct you to reinstatement instead. The packet requires a current, active NJ RN license before submission.

    Timing
    Before initial APN certification
    Conditions
The cited board webpage was last modified October 2, 2024; the packet contains a background form revised January 2, 2019. Confirm the current packet edition with the board. Compact-only applicants should confirm the APN RN prerequisite with the board before buying RN endorsement.
  2. Identity, photograph and notarized application

Answer every application question and sign the affidavit before a notary. Attach an original 2 × 2-inch passport-style head-and-shoulders photo taken within six months, signed on the back; the packet excludes selfies and photocopies. Supply the applicable citizenship or immigration evidence and legal name-change documentation when needed.

    Timing
    Before initial APN certification
    Conditions
The cited board packet lists a birth certificate or US passport for US-born applicants, a US passport or naturalization certificate for naturalized applicants, and USCIS documents for other immigration status. This is the dated board paper-packet route; follow any replacement board instructions.
  3. License history and supporting disclosures

Disclose current and past professional licenses and certificates as requested, including inactive or expired credentials. For affirmative disciplinary, litigation or criminal-history answers, attach explanations and the applicable board, police and court records requested by the form. Choose your public address of record deliberately: the packet warns that this address may be disclosed.

    Timing
    Before initial APN certification
    Conditions
Answer the actual application questions; this summary does not replace their definitions or disclosure instructions. Do not upload personal application documents to a public page.
  4. Direct school and certification verification

Have your graduate nursing program send official transcripts directly to the NJ Board of Nursing. A post-master’s applicant supplies both the master’s nursing transcript and the post-master’s program transcript. Have the national certifying organization send official verification of the specialty examination/certification directly to the board.

    Timing
    Before initial APN certification
    Conditions
The cited board page describes NP/CNS graduate preparation; the companion packet requests master’s/doctoral transcripts and current national APN certification. Do not treat an applicant-uploaded copy as a substitute for required direct verification.
  5. Verify every prior APN license

Account for every APN license or certification ever held in another state, regardless of current status. The packet allows its Nursys route for participating states; otherwise complete the applicant portion of the verification form and ask that state’s board to complete and send it directly to NJ. Check each board’s verification fee.

    Timing
    Before initial APN certification
    Conditions
The page requires all past advanced-practice credentials; the packet specifies the form for states not listed on its NURSYS verification form. Do not assume that an RN Nursys report also verifies every APN credential.
  6. Background check and conditional archive fee

Complete the criminal-history certification and authorization form. Its detailed instructions distinguish applicants previously fingerprinted for a NJ Division of Consumer Affairs board or committee since November 2003: they use a new record check with a $18.75 archive fee, without repeat fingerprints. Applicants without that qualifying history await separate instructions; that form says no payment is due at that point.

    Timing
    Before initial APN certification
    Conditions
The packet cover list presents $18.75 broadly, but the enclosed form makes it conditional. Fingerprints for another state, NJ Department of Education or another state agency do not qualify for this reuse route. This historical packet fee is not a universal current fingerprinting quote.
  7. Application and initial certificate fees

The cited board page and packet list a $100 nonrefundable application fee paid by check or money order. After processing, the board sends the amount due for the initial certificate: $80 or $160 according to RN expiration. This makes the listed application plus initial certificate $180 or $260 before conditional background, RN and verification costs.

    Timing
    Before initial APN certification
    Conditions
These are initial fees in the cited board materials, not confirmed APN renewal prices or CDS fees. Follow the current board payment instructions and certificate-fee letter; the packet gives inconsistent payee wording between its cover instructions and application.
  8. Graduate pharmacology: course or integrated education

Complete a graduate-level 3-credit pharmacology course OR at least 45 hours integrated into the graduate APN program, as specified on the board’s APN certification page. If integrated hours are not shown on the transcript, have the dean or program director validate them for the board.

    Timing
    Before initial APN certification
    Conditions
Use the explicit education requirement on the APN webpage. The cited board packet’s ambiguous “30 Hours of Pharmacology” field does not establish a 30-hour integrated-education alternative. Academic credits and integrated curricular hours are not automatically CE credits.
  9. Older pharmacology education: refresher alternatives

If the graduate pharmacology course was completed more than five years before the NJ APN application, provide either a qualifying new graduate 3-credit pharmacology course OR 30 contact hours of qualifying pharmacology CE completed within the preceding five years. The webpage measures the CE window before application for prescriptive authority. CE must fit the specialty and cover pharmacokinetics, pharmacodynamics and clinical use. Submit school-direct transcripts for the course route or CE completion certificates.

    Timing
    Before initial APN certification
    Conditions
Use the pharmacology-course date specified on the board’s APN webpage, rather than assuming the graduate-program completion date is identical. The 30 hours are a conditional application alternative, not a universal or recurring APN CE quota.
  10. Initial controlled-substance pharmacology education

    6 hours

Document six contact hours of controlled-substance pharmacology, including therapy, addiction prevention and management, responsible opioid prescribing, alternatives to opioids, and recognition of abuse, addiction and diversion. The cited APN packet requests evidence; the 2026 statute preserves this education in addition to the board’s general pharmacology requirements.

    Timing
    Initial prescribing preparation
    Conditions
This is the initial six-hour requirement, not six new hours each renewal. The independent-prescribing pathway has a separate 14-hour total, including eight additional hours; do not add 6 + 14 as if they were separate totals.
  11. Joint protocol or the 2026 independent pathway

The 2024 APN webpage says all prescribing requires a joint physician protocol. P.L.2026, c.6 creates a conditional exemption for qualifying primary or behavioral health practice with more than 5,000 population-focus hours, additional education and other statutory safeguards. Follow the current practice entry and statute for eligibility; APN certification alone does not establish exemption.

    Timing
    Before prescribing; throughout practice
    Conditions
Do not use the older webpage’s blanket protocol statement to override the 2026 law. The exemption is not universal across APNs, specialties or settings. Separate NJ CDS and DEA registrations are still required when applicable.
  12. Independent prescribing: 14 CDS education hours

For the qualifying independent-prescribing pathway under P.L.2026, c.6, document 14 total contact hours of controlled-substance pharmacology. This includes the initial six hours plus eight additional hours; it is not 14 hours on top of six. Keep this separate from the older-course refresher alternative and the recurring ten pharmacology hours each biennium.

    Timing
Before using the qualifying independent-prescribing pathway
    Conditions
Applies only to APNs who meet the statutory exemption criteria. Education alone does not establish independent authority. The existing-practitioner provisions in section 10 have separate conditions.
  13. NP practice and prescribing

P.L.2026, c.6 permits qualifying APNs with more than 5,000 hours in the applicable population focus to practice without a joint protocol in primary or behavioral health. Eligible APNs may prescribe without a joint protocol after meeting the law’s experience, education, notification and insurance conditions.

    Timing
    During practice
    Conditions
Eligible population foci include family/lifespan, adult-gerontology, pediatrics, women’s health and behavioral health. General obstetrics and elective aesthetic/cosmetic services are excluded. The law took effect March 30, 2026; §10 provides limited temporary provisions for certain existing practitioners.
  14. More than 5,000 population-focus hours

The threshold is strictly more than 5,000 licensed active advanced-practice hours, with primary/behavioral-care limits. Requires 14 controlled-substance pharmacology education hours (eight additional to the initial six), 10 pharmacology hours each biennium, insurance and board notification. See §10 for temporary provisions for certain existing practitioners.

    Timing
Before independent practice or prescribing, as specified
    Conditions
Clinical practice hours are not continuing-education hours. Board approval may be required.

Coverage and conditions

  • The supplied APN page and packet have been reviewed. Education follows the webpage’s explicit 45-hour integrated option and pharmacology-course refresher trigger. The current packet edition and instructions for compact-only RN applicants remain unconfirmed. Use the 2026 practice reference for joint-protocol exemptions.
